Environmental Assessments and Transactional Due Diligence
KAS provides property transaction assessment services to individuals, financial institutions, insurance companies, municipalities, and private developers. The firm is known for providing problem-solving solutions while accommodating challenging transaction schedules. KAS has six environmental professionals (EP) on staff, several of whom have received formal ASTM training in environmental assessment techniques.

Representative Services include:

  • Client-specific methodologies including environmental risk assessment, preliminary transaction screen assessments and preliminary environmental site screening;
  • ASTM Transaction Screening Methodology (ASTM E1528);
  • Phase I Environmental Site Assessments per ASTM E 1527 to identify Recognized Environmental Conditions (RECs); and,
  • KAS’ Phase II Environmental Site Assessment services (ASTM E 1903) range from geophysical evaluations to air, soil and water testing. The Phase II Environmental Site Assessment investigates RECs, identifies if significant contamination is present and its consequences.
Brownfields Redevelopment
KAS provides technical services for Brownfields redevelopment properties. Brownfields are “real property, the expansion, redevelopment, or reuse of which may be complicated by the release or threatened release of a hazardous material.” Petroleum products are also contributors to Brownfields redevelopment properties under certain circumstances.

KAS has been actively engaged in Brownfields redevelopment site work since its inception. We have experience providing diverse consulting services on all levels of Brownfields Redevelopment properties including Brownfields properties which have gone through assessment and cleanup and have received liability release.

KAS has a robust Quality Assurance/Quality Control program complying with state and federal requirements which includes EPA Generic and Site Specific Quality Assurance Project Plans (QAPP), detailed technical protocols and a dedicated Quality Assurance Officer.

Brownfields services offered include:

  • Phase I Environmental Site Assessments per ASTM E1527 and EPA’s All Appropriate Inquiry (AAI) Rules.

Contaminated Site Management and Remediation
KAS provides contaminated sites management and remedial services for properties impacted by petroleum and chemical releases. KAS has been actively engaged in petroleum and hazardous sites management and cleanup work since its inception. We have extensive experience providing consulting services for all types and levels of petroleum contaminated properties.

The contaminated sites management work includes:

  • underground storage tank assessments
  • subsurface contaminant site investigations
  • dry cleaning sites investigations
  • groundwater and drinking water monitoring; and
  • soil gas testing

KAS also designs, installs, and operates remediation systems for petroleum contaminated sites. KAS has experience with many different types of remedial technologies including:

  • soil vapor extraction and air sparging
  • high vacuum extraction
  • dual phase extraction
  • interception trench and groundwater treatment
  • in-situ oxygen curtain (iSOC)
  • in-situ chemical oxidation (ISCO)
  • automated free product recovery
  • soil excavation; and
  • indoor air ventilation systems.
NEPA Environmental Reviews
KAS provides National Environmental Policy Act (NEPA) Environmental Review (ER) services for municipalities, housing organizations, developers and other parties who are looking for state or federal funding through US Department of Housing and Urban Development (HUD), United States Department of Agriculture (USDA) Rural Development grants or other federal sources.  The purpose of the ER is to assess the impacts of the project on the environment and the impacts of the environment on the project, to involve the public in the decision-making process and to make better-informed decisions. The ER process can often be overwhelming and time consuming due to the number of environmental regulations tied to the funding source.  KAS has provided environmental reviews for a wide variety of projects many of which have been complex involving a variety of environmental regulations which required specialized assessments.  Through this experience we have developed an efficient procedure to navigate through the ER process to save time and money.  Our experience includes the completion of ERs in Vermont and New York.
